Constructing Efficient Socieconomic Systems

Part 1: A second look at non-technological top down approaches we're already familiar with

The last article touched upon a simple overarching goal that seems to have been lost in the discourse about the public sector. That is, constantly using cutting edge engineering and technological knowhow to create a bigger energy bang for your energy buck when delivering goods and services via public means. When one makes the effort to replace a plow with a tractor one has greatly cut spending in terms of energy/resources over the long run.

Many governments in the world are the plow/ horse and buggy equivalents. Throwing more money for a better plow isn't going to cut it in the 21st century. Public tools at humanity's disposal must be restructured to meet the demands ahead, these demands being mass scale production of fission and fusion reactors to power up southern hemisphere and reindustrialization of the Western world.

Future public sectors will be judged in how they balance:

1) preservation/expansion of human autonomy

and

2) speed in construction of energy plants needed for continental infrastructure projects in irrigation, transport, farming, etc.

The idea will be to create virtuous cycles where the public tools and infrastructural products of said tools reinforce each other in a rapid movement forward.

No, this is not a call to emulate China (as some in the West are beginning to do) or argument for some sort of a scientific dictatorship (although after the current ghastly rule by bankers and lawyers a congress/parliament of scientists would be a liberating breath of fresh air). Efficiency should not be a dirty word. The word was certainly dragged through the mud by free market economists (the energy logistics behind outsourcing being so inefficient as to make Soviet central planners blush) but we can reclaim it.

Many people are currently focused on bottom up structural reform within their communities and micro governance in general. That is all good but before we move on to that lets remember that there are always 3 other basic ways to get things moving on a macro level. Additionally, whether reform is from above or below, the extent to which it is possible depends on a certain level of technological development and proper implementation of communication devices, transport, etc.

Common top down types of restructuring to bring about efficiency on a macro scale:

A) Breaking up larger political structures geographically to infuse the newly independent parts with new life and autonomy. Example: dissolution of Austria-Hungarian Empire and USSR. After the fragments became independent they learned how to function and are now joining up again in new economic/political blocks on their own free will. Think of it as a bloated monopoly or an unwieldy AOL/Time Warner merger coming apart. When the different parts don't compliment each other well (if they are kept together by historical force or if the ethnic groups don't mix well), then major public sector efficiency gains can be made locally through splitting up the country. Some even argue that countries should have population caps (ranging from 10-50 million people) as small countries provide best examples of governmental streamlining.

If large entities like India, China, or United States (it can easily be 5-7 smaller federal unions) are split up, the fragments can reorganize and then merge again in a fashion that is more productive for all. This is not realistic brainstorming in most cases but lets continue to illustrate types of macro reform that may be attempted in unforeseen regions in the future.

It may presently be absurd to join the already huge and ungovernable Mexico and USA together with Canada to form a North American Union. However, if Mexico splits, if USA splits, and then if Canada splits, after 10-15 years of independence the newly streamlined governments of fragments can rearrange into a North American Union that is dramatically more productive. This of course is recommended for those bloated beasts that can split without bloodshed (once again you know who you are... Indian subcontinent).

B) Joining industrial enterprises together to create economies of scale.
One may think that A) contradicts itself. Why would countries join together again (even partially) after political decentralization and independence? Once again, efficiency is the reason. Think of a hypothetical federal union that has 3 major states: Mexas, Malifornia, and Mew Mork. The country has one large industrial monopoly (Mockheed Lartin) that makes advanced passenger planes. The factories to assemble the airplane parts are scattered throughout the union, research facilities concentrated in one part, vertically integrated mines in another and so on. If this imaginary country splits up, the new governments may become a lot more efficient, responsive/closer to the people, freer, have greater energy and ability to do things faster, etc. However, the new sovereigns of Mexas, Malifornia, and Mew Mork may suffer greatly if Mockheed Martin is similarly split up into three pieces. That is because synergy between the parts of the industrial giant has been lost. The new countries will be left with pieces of a giant and will not be able to barter planes for other things that they need (or even provide planes for themselves in the short term as cheaply as before). The slow down of real physical economy would then negate benefits from acceleration of the political process.

This is not to say that all industrial monopolies with a global reach are synergetic. Lockheed Martin for instance purposefully decentralizes its operations through all 50 states to influence congressmen which creates ridiculous cost overruns and logistical inefficiencies. But if one looks at how European Union and USA emerged, there were major industrial enterprises driving the integration. When it comes to infrastructure builders and providers for products like MagLev trains, tunnels, and canals it's obvious that some organisms need to stay together and expand for cheaper utilization of materials and assembly lines. Industrial giants benefit from size and are the only way to advance real physical economy and wealth of the world.

Therefore, if we continue discussion of what may be best for North America, the optimal restructuring may be: the 3 great countries on the continent splitting into a bunch of smaller sovereign political units (while preserving their industrial links) THEN coming together again as a North American EU confederate  equivalent and THEN creating singular continental industrial monopolies to take advantage of economies of scale. This way North American Union can fully utilize its resources to stamp out planes, trains, fission reactors in large cheap quantities to compete with similar continent wide industrial giants elsewhere. These continental giants would dwarf Gazprom and most likely be born from bilateral/multilateral agreements between sovereign governments (rather than any private interests). At this scale, such continental industries are necessarily public property as a mater of simple energy economics and common sense. On a longer timeline, this process would eventually lead to UN being partially or fully in charge of a planetary electrical grid, irrigation construction, and other things of sufficiently international scale.

C) Finally another structural reform is elimination of local governments. In parts of northeastern USA, the oldest parts of the country, there is an absolutely absurd, archaic, and insanely inefficient overlap of tiny local governments. An area and population that would simply and cheaply be covered by a county government in the Midwest would have an ancient village government, a town government, and various neighboring microgovernments all fighting tooth and nail with each other as if it was some Middle Age feudal principality.

Often, a good way to cut spending is to simply wipe out local governments and replace them with one bigger horizontal government with a flat managerial structure that can provide goods and services cheaply by utilizing its larger negotiating power. Unlike A) which wipes out an umbrella gov, C) creates a new umbrella gov for localities while eliminating those under it. Feudal political middlemen on the village level may sound like they are close to the people but when it comes to adding to resource costs and societal progress they stand in the way like some strange Western tribal elders. Here is an example of a fiasco that can occur.

This will be all for now, I'll return to question of efficiency and its interplay with human autonomy in later parts as well as discuss micro bottom up approaches.

New Constitutional Convention for United States (ConCon)

Practical Plan to Really Restore United States Economy (by late 2020s):

Part 1: Road to Constitutional Convention and a proper message to unite factions of the tea party with urban progressives in an alliance of convenience

Situation in United States has deteriorated to a point where we are not looking at a gradual and peaceful slide into Brazil level international status (with similar domestic social conditions) anymore but at a Soviet style nasty imperial disintegration when the next inevitable financial shock occurs.

We've heard many exciting proposals recently such as "abolish the fed", "end corporations as legal entities", "default on the debt", "wipe out the financial parasites and rebuild FDR style", etc. Structurally however, none of those can be accomplished due to oligarchy's aging personal lawyer/butler (supreme court/congress) and their guard dog (the president) being on a tight leash. Needed changes cannot come from the federal center of force unless the situation dangerously deteriorates. It'd be too late then.

As such, a moderately radical (compared to fascist, bolshevik, and secessionist proposals we'll be hearing after the upcoming second dip of the depression) but doable and pragmatic plan needs to begin to be implemented immediately if United States hopes to start a long multi-decade road to recovery. This plan has been distilled from previous long articles such as the ones dealing with unpayable national debt, pinpointing need to prevent braindrain, problems of a sold out senior citizen home that is US congress, and nurturing some industries to compete with China's mercantilist practices.

The plan has to be appealing to a vast majority of the US public across the political spectrum (fringes included) which means utilization of emotional triggers that people had ingrained into their consciousness since childhood. Believe it or not but a 21 year old progressive from Boston and a 70 year old rural man from Alabama both share nearly identical life long propaganda indoctrination by the ruling oligarchy. The trick for realization of a movement towards recovery is mobilization of a broad coalition to displace the ruling regime by flipping regime's own propaganda against them

Only a plan that:

a) plays to rural genuinely constitutionalist factions within the tea party movement (those not misdirected or bought off by corporate infiltration of the movement's phony "national leadership")
and
b) unites them with younger urban unemployed/underemployed via a common, very consistent, and rather simple message

can achieve a breakthrough. Uniting some tea partiers and disenchanted progressives in temporary marriage of convenience against a common foe will be the hardest part. However when anger is up and emotions are running high, such unthinkable political bedfellows become possible if extroverted emotional waves join at a proper time. It has happened numerous times before in other societies.

[Message building]

1) Call for a Constitutional Convention  (34 states needed to have one and 38 needed to ratify)

Now that the federal and most state governments are broke and running budget deficits that require physically unacceptable austerity measures (on top of decades of already declining infrastructure and social services) popular anger can readily be channeled into a ConCon. Americans of all ages have positive associations with this concept from childhood schooling. ConCon can happen through bypassing presidential and congressional power (it is key to isolate the federal center of oligarchic force).

People like South Carolina Lt. Gov. Andre Bauer are already talking to high level republican state politicians to have a ConCon. For disenchanted progressives, a desire for a ConCon can be the best outlet for their frustration as well. Nobody knows what ConCon will bring and it therefore serves as a point of contact for a diverse spectrum of political factions. The idea can also excite the imaginations of young and old alike due to their association of it with national greatness and renewal after a difficult period. What is more, it is a legal idea that appeals to the majority of people who are psychologically not predisposed to radicalism. The slogan should be "Convention not Revolution". At the same time, the potential of convention is so full of radical restructuring promise that for the more passionate of tea partiers, the slogan can be reworked to be "revolution through convention". Call for ConCon is a protest vote against current national elites, a call for dramatically different direction, AND meaningful legal activism all rolled up in one.

It is key to get regional elites on board by playing to their pathologically narcissistic egos and sense of importance. There is so much negativity now that controlled positive attention/affection can really puff up the psyche of small state legislator. People in every state must divide their state politicians among themselves by passionately asking their favored ones to be a ConCon supporter and "a delegate to the convention" and sharply ridiculing and alienating those who don't support it. State politicians are all former political science/history geeks and many would get a kick from the masses thinking they are worthy to represent them at a historic event of such magnitude. ConCon should be made an issue in upcoming state and local elections as well. If a dedicated minority of state politicians get excited by the idea, they'll drag many of their drinking buddy legislators along for the ride via simple social psychology. Their corporate masters should not immediately have a problem with this since ConCon isn't specific enough.

It is inevitable that activism for Convention will begin fierce polarizing debates about the key constitutional changes that need to be done at the convention itself. This is where, paradoxically, our budding city/country coalition will find additional points of contact through agreement to disagree. They will realize that the federal union needs to be loosened up into a more confederal structure with states and entire regions pursuing their own modes of popular development. Thus the more confederal structure becomes perhaps the first goal of convention. This first goal needs to be stressed because it will reenergize the diverse political spectrum by creating pseudo nationalism and lively brainstorming among regional factions. Mass reactivation of the apathetic and disenchanted young democrats and progressives can even occur if emphasis on possibilities of states rights (for northeastern states) is combined with emotional need for revenge against Obama.

Additional regional and state elites may now join the call for ConCon since they will realize how dramatically their power will increase within a more confederal America. Unfortunately but perhaps inevitably we can expect some oligarchic corporate interests to begin supporting ConCon with the expectations of profit in the more libertarian post ConCon Southeastern region of US. Opposition to ConCon should be actively painted as federal (based in the hated congress to not alienate pro-Obama ConCon supporters) AND corporate in nature to maintain emotional focus and factional unity in the ConCon coalition.

2) Building mental associations of United States with Soviet Union, time of troubles before the Last Constitutional Convention, and/or rotten oligarchic regimes that have collapsed in the past due to a diverse and peaceful political coalition

What helps any movement is belief that regime's collapse is inevitable and that the activists are just helping history along. What helps even more is all the recent data showing that this belief is grounded in reality. I have written how all the key structural and social problems that Soviet Union had are being experienced by present oligarchic imperial socioeconomic model in United States. It seems this society reached Soviet level of decay and dysfunction via a seemingly different ideological path (the inflexibility of which inevitably began leading to mistakes on all levels of management).

Since Americans are very educated about Soviet problems and failure, it would be very easy to begin comparisons between the two former superpowers in the minds of the tea party movement. The more they would look, the more similarities they will discover to their horror. This will help movement towards ConCon by providing an aura of inevitability when it comes to ending federal power in its current form.

When it comes to young progressives, such suggestions of comparison (USSR to USA) will prove to be more difficult due to their laughter and derision of tea partiers calling Obama's policies socialist. Some may of course see the blatant similarities but they are not likely to see USA in the same light as the rural ConCon supporters. Thus it seems better in their case to compare United States to post WW2 regimes in Spain and Greece before they were ended by a broad coalition (where liberal college educated youth played a key role). Unfortunately Franco's regime and similar rich man's regimes in Portugal, Brazil, etc are not well known to the US public (due to their rot having a more common capitalistic source with US) and don't provide the same association with inevitable decay and collapse. Therefore, a hodgepodge of societies should be utilized when comparing problems of US to similar problems that other countries had. This will show demoralized progressives that America's problems are not unique, how such things were solved abroad, and how ConCon is the best legal way of bringing about the end of the current regime.

This is it for now and later sections of the recovery plan will deal with the debt situation, military industrial complex, and additional political solutions as truly bipartisan coalition builders.

What is meant by recovery is putting the country on a road back to the level of dynamic ability, social strength, and international role model status that existed at the peak of American power in 1960s (before it was gradually and systematically ground into a large banana republic by a neoliberal oligarchy). When US returns to that level of confidence, government responsiveness, and hope for a better tomorrow then new plans can be implemented that work with the the drastically improved tools at hand.

Myers Briggs Personality Type and Political Affiliation

Modern psychology and brain anatomy studies reinforce the need for proportional representation democracy. That is because roughly 80% of people have brains that predispose them towards protection of the status quo

We've all come across people who just seem incapable of modifying their perspective based on new data being presented. Most of us still mouth the words that additional education (or indoctrination/propaganda as is often the case) is what is needed since surely this person will turn around if his/her consciousness is sufficiently expanded with additional data backing your perspective. However, all too often deep inside we know that some people are "hopeless". This conclusion concerning failure of propaganda is reached from all over the political, cultural, and religious spectrum at one point or another. It thus becomes fashionable to outright dismiss "inconvertible" individuals and opposing zealots (on political and religious fringes of any given population) as nuts and crazies.

Personality theory in psychology allows us to better categorize individuals in society without resorting to name calling. Myers-Briggs typology in particular offers a better construct (compared to useless terms like conservative and liberal for example) to predict how an individual will act politically and socially. Myers-Briggs research combined with biology and brain scan techniques also offers us hints at understanding the underlining anatomical basis that predisposes a person to be either a disagreeable radical or a gentle follower.

There's been little relative popular attempts to scientifically explain why the bulk of the population is always a warzone between the extreme fringes. It's just assumed that it will always be this way just like there will always be criminals and extremely altruistic self-sacrificing givers. This assumption seems reasonable and obvious but gives rise to two other creeping and unsettling assumptions:

1)  The human population is relatively fixed along a bell curve type continuum. Perhaps this is better visually represented by a sphere with a number of spikes extending from it. The moderate population is the bulk of the sphere and the zealous "radical" factions (whose opinions differ dramatically from the statistical average) are the spikes extending from the sphere's surface (as well as into the interior to some degree which would represent silent sympathizers). It is irrelevant to label the spikes as extreme left, right, etc. All that is important is that a relatively fixed minority of the population (lets say 10-20% range) will be:

a) prone to modes of thought that are tangibly different from majority's

b) prone to action and lifestyle based on these thoughts

Authors like Friedrich Hayek for instance, observed that in 1920s Germany roughly a million workers swung their support between communists and Nazis based on who was winning. It was noted that the two seemingly opposing ideological parties clashed with one another the most because they were very often competing for recruits in the same psychological pool of young people. Considering how many overexcited Americans called both Bush and Obama the new "Hitler" in recent years, we can easily imagine how an aggressive drooling at the mouth anti-war protester from a big city could have been an equally excitable protester at a teabag rally if only he was born in a small town and into a different culture.

2) Since the ratio of intensely active people (prone to being perceived by population at large as "wingnuts"or criminals or radicals or genuinely informed and committed activists, etc) to more relaxed apathetic majority seems to be roughly fixed across all societies and globally as a whole, the explanatory basis for such a dynamic can only be biological. Just like there exist (and can further be bred) aggressive dogs and peaceful friendly dogs, there exist aggressive people, natural Buddhist-esque peaceful people, etc. A person who is an aggressive pit bull equivalent (and who wants to impose his views of the world onto others the most) would differ in his relatively extreme ideology depending on what part of the world he was socialized in. Psychiatry has shown us that people are born with different ratios of neurotransmitter production and quantitative as well as qualitative differences in the types of chemicals that affect their mood and cognition. We now understand that people differ a lot more in terms of brain architecture than they differ in terms of things like body type, skin color, fast twitch/slow twitch muscle ratio, etc.

The reason why these assumptions are unsettling is not because there is a degree of fatalism involved ("he will be a radical of one stripe or another no matter what" or "he will be socially lazy, shallow, apathetic, and uninvolved no matter what). Obviously with modern socialization methods and pharmaceutical modification (with psychological genetic and cybernetic modification to follow in near future), an individual can be shaped more than ever before by society and by himself. The assumptions are unsettling because if the broad direction of our views, opinions, and political/cultural/religious affiliations are largely physiologically determined at birth, then societal progress becomes enormously more difficult. Societal progress can be defined here as one zealot faction (that is seen by majority as the most "correct" in its socioeconomic policy perspectives and formulations of what humans should do next) dragging everybody else along behind it as has always occurred throughout history.

Obviously people will disagree on what constitutes progress (some actually thought arrival of Reagan was progress) but if majority of people are physiologically predisposed towards the status quo, progress of any sort becomes a lot harder in a democratic society. In the past, one intense dedicated fringe of the aristocratic elites dragged the other nobility along behind it (since majority of nobility would also have a soft apathetic bulk) and thus dragged the rest of the population behind it as well. We also had scenarios of power vacuum developing and one intense fringe political faction overpowering the others (as in the case of Bolshevik and French revolutions) and filling the leadership position to then drag the rest of the serfs behind it.

In today's democratic structure however, protection of the status quo is a lot more preserved since the moderate bulk of the population has a political voice and thus a way to provide the ruling elites with legitimacy. The moderate bulk of the elites now also has ever more sophisticated consent and perception manufacturing methods to influence the newfound voice of the majority. For a small number of dedicated activists, pushing society along towards desired version of progress against the forces of social inertia is now harder than ever. The powerful activists now need to sway both the fellow elites and the people simultaneously.

Let's finally get to the Myers-Briggs part of the article to see what we are now dealing with.

The most widely used way to get a glimpse of people's underlining neural physiology has been the Myers-Briggs psychological questionnaire (one of the better versions found online for free can be found here). Over the past few decades, the Myers-Briggs Type Indicator has been utilized to collect enormous amounts of statistical data on personality types found within the human population. The statistical type breakdown (I am using a combination of 3 different sources on the %. Don't mind the catchy positive nicknames each type and group cluster has been given. What matters here is the number within a population.) so far has been as follows,

Protectors (SJ)

Each of the personality types (the well defined strong ones at least who haven't self reported to be a mutt of 2 or more different personalities) can be seen as a specific brain type. As mentioned above, the physiological neural difference between 2 people of vastly dissimilar brain types is a lot more significant than how a person looks on the outside. That is because the brain type determines a mental and emotional predisposition of a person for the rest of his life. People classified as "bipolar" or "anti-social/sociopathic" for instance, have neural structures that will make them lean towards some things more than others during their entire lives.

We can see from the statistical breakdown that SJ (left-brained people with parietal lobe strength) predominate in the overall population. The second biggest group are the SP (right-brained with parietal lobe strength). Together they are almost 80% of the population. The SJs tend to be conservative, authoritarian in outlook, conventional, focused on concrete "what is", and protective of the general society. They don't rock the boat too much and defer to tradition. The SPs tend to be fun loving, crafty, entertaining, and have uncanny ability to focus on "what is" (with their parietal lobe) in order to fix and modify it.

If you look at the cute nicknames given to different brain types, you can see that the human herd pretty much needs all of them if it is to evolve and survive. Some types are needed more than others in the great scheme of things. The SJ and SP groups for example are conveniently numerous. SJ population provides a great amount of soldiers, policemen, social workers, self sacrificing charity givers, accountants, and status quo protectors. In other words they keep the herd safe even if it means stagnating the herd through using their positions in the executive to slow down rapid change. SP group provides us with artisans who improve quality of life for the herd through provision of entertainers, artists, dancers, singers, and resourceful improvising mechanics. SPs can be said to exist to entertain SJs and keep them on their toes by having more fun than them.

It's easy to see how SJs lean republican and SPs lean democrat overall. The jokes that democrats have better sex lives than republicans begin to acquire an element of truth (considering the different approach left and right sides of the brain take in deciding on how to deal with the here and now). However, the two large groups are united by their concern with all things as they are in the now. That makes the two groups friendly and status quo leaning by default. An ESTJ born in Brooklyn may identify as a traditionalist democrat whereas an ESTJ born in West Virginia may identify as a traditionalist republican, but both are more likely to seek similar professions and get along if they hang out together. Brain type identification provides a lot more material to predict a person's behavior and views on the world than simple political identification.

The overall theme emerges that people with neural computers that predispose them to either protect the status quo or be apathetic about it (since they are busy pursuing hedonistic adventures) are the supermajority that are not as interested in "what can be" (as the less numerous NP and NJ groups tend to be). A point must be made here that not one group is more important than another and that even their numerical breakdowns seem amazingly appropriate. It would be turbulent for the herd to have for example, more ENTJs/INTJs than ISTJs/ESTJs since the problem with authority that NJs have (due to their desire to be the authority themselves) would create unsustainable infighting and not allow enough people who follow orders. Each brain type has a very key social niche and function and over thousands of years there evolved an intricate genetic balance and ratio. There are of course also multitudes of physiological "mutts" who are a hybrid of all and can't be "pigeonholed" (the most common complaint brought against psychological typology in general).

Interestingly enough, the Hindus have spent thousands of years evolving classification of human beings into 4 broad psychological varnas or classes. Each was considered as important as the other (all parts of the same body) with their own particular temperaments and duties.

Some brain types are literally made to create new theoretical constructs on how society should be organized and which steps it should take next (INTPs, ENTPs,). When balanced by the emotional consideration and input of INFPs and ENFPs (since strong T theorists are prone to being too rigidly rational and thus not take into consideration the emotional impact of their constructs) new paths for society can be developed that would be acceptable to SJs and SPs combined. However, as explained above, these people will always be outvoted and marginalized by politicians who mobilize the other more numerous groups. "Think of the children!" is a call to arms for ESFJs and ISFJs for instance whereas being tough on crime, national strength, and defeating foreign enemies is the bread and butter of ESTJs and ISTJs.

This dynamic reinforces the need for proportional representation in our system of governance. Proportional representation is practiced in most European Union countries to great effect. This way each brain type cluster can get a political party of their own. The marginalized 20% of the population can get representation and even serve as coalition kingmakers. New voices can be heard in the discourse. Today the 20% of population has to either join the big parties they don't like and "radicalize" them (seen by the tail wagging the dog phenomenon of militants dominating today's Republican party and driving moderates out of it) or abstain from the process thus depriving society of valuable input. In proportional representation, each batch of brain types seen as "radicals" can find a party to call home and really support. They would also have more political representation to vent out their frustration and to institutionalize their presence and views. Citizens can then pick and choose which vision of progress to support and which to leave behind.

Humanitarian Aid Priorities

The targets of humanitarian aid over the last few decades have been badly misplaced to the detriment of leading nations and third world recipients.

Lets say somebody forced you to give 500 dollars away but gave you the option to choose who to give it to. Lets say they also gave you the option of giving same amount in the form of a gift or labor. Would you give it to your loved ones and/or friends or would you give it to total strangers? It might seem like a no-brainer since you can help your family out with something they need, brighten the day of somebody you know, see tangible results and improvements right away, and even get a bit of that money back through improved relations and reciprocity. The benefit of improving a stranger's life pales in comparison from the perspective of self interest.

We all know how people shriek when other people force them to give away their resources through the muscleman of the government. We are familiar how many Americans would rather give the same resources to somebody close to them (themselves or their families) than other fellow citizens. This is not an article about that. Neither is it about the philosophical debate on possibility of unselfish action. All human action is done to expand influence within the world in a variety of creative ways. Even something like suicide that seems blatantly against the person's self interest expands that person's influence after death since it is such a powerful act.

This article is about proper prioritizing of private humanitarian aid. This type of aid is considered non-coerced and voluntary giving of personal resources to others. Many individuals around the world, particularly Westerners, seem to have their prioritizes of this type of resource giving mixed up.

Let's start with describing 3 of these primarily Western humanitarians (although non-Westerners have been making inroads recently when it comes to giving):

1) Religious people -

In United States in particular they are a large number since poorer education in large swaths of the country allows such demographic to be numerous. They point to how much Americans contribute to private charity compared to other countries. They are these Americans. They say since Americans are so generous on average (compared to Europeans), government shouldn't get involved in humanitarian aid. A point is made that people who already give a lot would give more if it wasn't redistributed under the barrel of the gun and if citizens could personally decide on the target of the aid. They say that they don't want government to take fruits of their labor and spend it on practices that their internalized moral dogma prohibits. This point is as valid (and powerless) as a Green party member not wanting his tax dollars going to the military. The religious humanitarians don't see that funding for contraception and abortion for poorer American citizens produces Christian results. Government funding that they are against reduces poverty, disease, death, suffering, crime, and "ungodly" behavior that economically disadvantaged are more at risk for such as earlier teen sex.

Christians, if they are predisposed to giving, would rather give the money to their local church or religiously based humanitarian organization. These in turn can spend it on local or third world missionary work that uses food and medicine as an incentive to show up to church. Third world is often more of a focus for large churches than local humanitarian work since they can convert more desperate people abroad. A lot of the money does find its way to feed, clothe, and provide medicine when it's not used on stamping out fairy tale literature and mega church expansion. Let's leave alone for now the perpetuating cycle of poverty and misery that just feeding and clothing the poor creates.

2) Secular middle class humanitarians -

These are a lot more numerous in Europe but are also prevalent in all Western urban areas. These people acquired just enough education about the international situation to be able to adequately compare their middle class lifestyles to the rest of the world. Many of these people have sufficient neural emotionality to feel above average levels of empathy for others. They get involved in raising awareness about the suffering but are less inclined to give actual money since that money does not strengthen the power of the church internationally as is the case with the religious people. Their contribution in food and medicine does not come with additional benefits of imposing a moral worldview on the third world poor, and as such has less influence.

Secular humanists are strategically more predisposed to lobbying government to increase its aid through tax revenue although many undoubtedly give personally as well. The "bleeding hearts" as the rural religious like to call them, often have to pick and choose their humanitarian aid considering the amount of suffering in the world. They don't have a church to do the thinking for them so fads are created in terms which society to give to. Many also like to get involved in actually traveling to the third world and helping the needy themselves. That has the benefit of showing the target of resources spent. It also provides more self growth through an exciting well rounded foreign trip that is lacking with study abroad to safer societies.

3) Oligarchical philanthropists -

We know about how charity can help with tax write offs and company image, but many philanthropists are genuinely helping third world peoples with tangible large scale schemes. They are the ones who start the organizations that the urban activists get involved in. Although the reasons (for starting the organizations) are often fad based or economically self serving to better public image, the end result is that billions of dollars flow to other countries.

All these humanitarians have their priorities seriously mixed up. It's not even the fact that they are just increasing poverty and corresponding suffering from generation to generation by disproportionate expenditure on food and medicine. 99% of the money does not go to actual utilitarian reduction of long term suffering such as hiring expensive Western teachers, bringing condoms, textbooks, and sterilization procedures.

The true outrage is that these people's only publicly stated humanitarian focus is not their own families, communities, and countrymen. A middle class woman who writes a 200 dollar check to be spent on some tsunami relief does not use that money to buy a nice present for her mother, father, uncle, sister, brother, husband, and child. Sure, she might be wealthy enough to give all of them even nicer gifts but the fact remains that she could give to people actually close to her even more if she didn't write that check. Some things are zero sum games and a personal income is one of those things. Are all American families so smoothly functioning and so happy together that even a dollar can be spent to be sent abroad? Over 50% divorce rates seem to indicate the opposite. Does giving $3000 worth of personal labor to work for some humanitarian organization bring more joy than spending $3000 worth of personal labor to help out one's own flesh and blood? If it truly does, then logically, the foreign strangers are the real family who should be lived with.

One might argue that a person is single and hates his or her distant relatives. In that case, is there no suffering in one's own community? Why travel to a distant land when many American children can use a boost in contraceptive education or funds to get to college? Surely one's neighborhood and community can be well off and its members roughly co-equal. Then why not give to a domestic humanitarian organization that will bring needed resources to fellow tax payers, fellow language speakers, fellow contributors in one's country's competition with other states abroad? The suffering in the richest countries is of course materially different than suffering in the poorest but that doesn't mean vast differences in contentness levels.

A poor rural American in Appalachia or New Orleans might be 20 times better off materially than a rural man in a poor African province but it doesn't mean the African is 20 times as psychologically distressed. Individual psychology is remarkably adaptive. Studies in psychology have shown that peoples' physiologies and their conscious appraisals of how content they are are remarkably stable. A man who wins a lottery and a man who losses a leg return to roughly the same level of self reported contentness level after a few years. A man born in Africa, raised illiterate, and who did hard labor to survive can be just as psychologically content as a person who was born into poverty in New Orleans, worked hard to survive for many years, and then lost his wife in a divorce. An illiterate person who never left his region also does not have the self consciousness to really assess the hole he is in compared to those in wealthier countries to be too distressed about it. Yes there are actual famines, wars, and disease in Africa. However, unless 99% of aid is contraceptive and educational, the situation is just worsened since only that type of aid can decrease fertility rates and improve economic methods.

When millions of Americans are uninsured, borderline illiterate, have access to inadequate nutrition, are poor, and burdened with excessive birthrates, the sheer outflow of money to the third world is borderline treasonous. Richest countries becoming socially and economically destabilized can have drastic effects on the poorer societies. Large developing nations, like China, Brazil, India, and Russia, understand this and know that there are plenty of their own citizens who need aid even though many Africans and Central Americans are dirt poor as well.

There is a slogan that is very appropriate. "Think globally. Act locally." Lets start adhering to that. If one has to give, it is better to give to family and loved ones and then his countrymen. World government does not yet exist and as the economic crisis has shown there is plenty of rot within our own society that has to be addressed. Private outflow of money abroad for charity purposes has to be banned. Too much has left the country instead of being invested into infrastructure, economy, and country's citizens. Only national governments should be in control of giving proper developmental aid to other societies. The government should encourage humanitarian aid organizations to provide domestically and can create a list of targets for them. Maybe Bill Gates should be appointed as the economic developmental officer of Appalachian schools rather than be allowed to waste his wealth on bettering foreigners. Maybe the international community should finally pressure the Vatican on the condom policy so millions don't die from AIDS and don't leave many children to suffer as well. If it takes Iran level marginalizing and alienating of the Vatican, as well as refusal to meet with Vatican's leadership, so be it.

That's not to say that aid to other societies should stop completely but it should go through national leadership. Government has the power to attach proper strings to make sure fertility of third world poor is decreased and proper investments into schooling provided. Sometimes aiding poorer societies can help prevent destabilization on the richer country's borders. Treason is a very crude word and often misused. But when a grown man who believes in ghosts ignores the poor in his own neighborhood and gives money to help foreign poor through some third world church, treason is the only word that springs to mind. When an educated urban woman spends energy and her money to help foreigners and not her own family or fellow citizens, treason is the only word that springs to mind. Such sensibilities obviously have intention of betterment and help but the priorities are disastrously misplaced.
